Midway through the summer boating season, 10 Kentucky River locks have been busier under state operation than during the last year they were controlled by the Army Corps of Engineers, a Natural Resources Cabinet official says. The state has recorded 1,526 "lockings" so far, compared with about 1,200 performed by the corps before it began closing the navigation system three years ago, Joe Kelly, of the cabinet's Division of Water Patrol, said Monday. Kentucky is operating Locks 5-14, from Lawrenceburg to Beattyville, under lease from the federal government. The state and the corps are to share operation and maintenance costs for three years, after which the state must decide whether to take over the system or allow it to be abandoned. The corps cited a dwindling volume of commercial river traffic in deciding to close the locks and dams.

The 1984 General Assembly authorized negotiations for a state takeover. Kelly said the corps estimates it will have spent $435,000 on repairs by the end of the summer. The locks are to close in midOctober for winter repairs and the cabinet will tender a list of fix-up projects it wants the corps to do before next summer, he said.
