"What can we do to convince people we need water, except for putting us into a position -of running out?" Williams asked. Critics of pipe placement! have suggested that lowering the intake pipe is a cheap answer to the city's water woes, but "that doesn't address any of the problems," Williams said. Lowering the pipe "doesn't put any water in reserve, it just puts the city into a position of doing a better job of draining Caddo Lake." Building Little Cypress would help Caddo, Williams contends, "because then you would have a regulated flow of water into the lake, and you would have the surface water to use during drought periods, rather than sucking it from Caddo." Williams said there is a great volume of water going downstream, but it is wasted water.

"The city can benefit only from that which is used. Once water passes the intake pipe, it's gone. "The water that passed through Caddo in the spring is now in the Gulf of Mexico. It is amazing to me that the main opposition to the reservoir is from people who know Caddo Lake well and love it, as do we all. "Expert studies have shown Caddo Lake will benefit from the construction of the reservoir; it will not be harmed.

The audit, performed by the Atlanta accounting firm Harden, Tyson and Cobb, turned up more than a $200,000 surplus as of Dec. 31, 1987, after wading through and reconciling a confusing set of records.
